When you blow up, chop down or in any way break IC2 machinery blocks without a wrench, they revert from the machine they were to the Basic Machine Casing.

Not a bug, this has been part of ic2 for age's, and even when using a wrench, you still had the rare chance to get a machine casing back. And it has been declared intentional in the past aswell.

Killajoke is entirely correct, unless you use an alactric wrench on the right mode, there is always a chance of breaking the machine into the machine block. The only thing this doesn't happen for as far as I know is the standard generator, but higher generators can drop the standard on in similar ways.
